merely wondering cause of all the pirates with lvl 2 guns on their pirate trans and trains, if I get a cruiser along with me, can he shoot em pirates?

They can, however, shoot at pirates who aren't in transport-class ships.
how the hell would you explain a cruiser escorting a trader in RP??
there are not thousands of those ships you now. they are fairly rare.

If the pirate is using a gunboat and below ship, sure. if he is using a pirate transport (or any transport) then you might be subjugated to the transport vs cap rule.
Also, there are no Capital Class ships that can escort you around all of Sirius, and still fight pirates.
None have that ZoI.
