Actually you can have ONLY 1 ID :
if you trade contraband you need to have Junker or Smuggler or Zoner ID;
if you mining, buy Miner ID.

There's a little icon in the upper left of your ID icon in the equipment dealer. Hit that to mount it.

It's not illegal or against the rules or anything to mine with a Freelancer ID, it just doesn't drop anything that's of any worth.

As for which ID you should use; that would depend on where you want to mine.
