Yep, need an SRP, ask the Zoners before you do that anyway.
You can ask the [TAZ], the ]c[, or OSI-.
Better still, you can ask the Zoner Alliance, which has all three of the above and more for permission.
Having said that, you need a Special Role-play request for the ID you want.

I forgot that Freelancer ID has max gunboat. Well I wanted to know generally who should I ask
I want play Exorcist in that ship. I won't be PvP whore but I need some ID which allowes me to kill that person.
