Is there a certain ID for Liners? If not, there should be one that only allows humans as cargo. Maybe call it a Ferry ID?

Hmm...maybe there could be a new base that operates like the Red Cross? Commodities like "Emergency rations, refugees, injured people, blood, etc could be delivered to far reaches.

PanGal does ferry refugees around.

Really, OSC is the best fit.
