Most of ID's allows to engage pirates, terrorists and lawfuls within it's factions ZoI. Yet it doesn't states anything about free mercinaries and freelancers operating in said area. The question would, for example, can a liberty rogue attack a mercinary or freelancer in shikoku south part if the mercinary / freelancer hasn't showed any hostility against the pirate. Or can an outcast attack same mercinary freelancer in, lets say, Tau 29 if mercinary / freelancer hasn't showed any hostility against the outcast?

Provided solid rp of course before the attack.
In my opinion 'why not'

Freelancers/mercs are mostly treated as civilians looking for fame and glory or a horrific death in the dangers parts of space.

But I would advice not to attack mercs/freelancers they can a great help when you as a pirate get outnumbered by lawful's.

But pirates are and always will be unpredictable.

Edit: of course some RP has to be going on.
for example:
when I'm at a lane being 'busy' and a merc/freelancers drops out the lane and he keep looking and doesn't move away. I or offer him a job or tell him to get out of my sight. Sometimes as a result some fire fight may occur if the merc/freelancer doesn't want to leave.
I always find it hilarious when a pirate tries to demand credits from a FL or merc. I mean, those guys/girls are like dogs, with their credits being their bone. What happenes when you try to take a bone away from a dog...right. So the easiest way to provoke a fight with a merc/FL is indeed if you try to pirate him.
Other ten that...if you have a good reason and there is RP (A FL coming to close to your base would be a valid RP reason I guess) then sure, shoot him up.

Why it's always about the money. Taking ammo is more fun:P

But without said piracy attempt is it allowed? any more opinions?

If either side has a reason to shoot besides "lol testing guns BAM", then sure, why not. Everything within RP.
Better question would be can a Freelancer or Merc attack a pirate of their own volition, without a contract? Or are they tethered to contracts all the time? I thought Freelancers "guided themselves based on their own morals" so if a guy has a bone to pick with a certain kind of individual or group, can he demand they get out of his sight or what?
I read over the IDs on the wiki, Merc/FL actualy are NOT restricted to just attacking for the cash.

So TECHNICHALY they could simply go into rants about people whose ships have pink running lights just so they can attack someone who has pink running lights.

Personaly, I think FLs/Mercs/BHGs should have their IDs alterd with teh following lines

* Can only attack in self defence, unless collecting a valid bounty, escorting, or paid to assist with a fight.

Because as it stands now, when pirating all to often I have folks jump out and randomly attack with (if any message at all) usualy just a basic 'engagin pirat lol' type message (note: I mean folks whom I dont even botehr to pirate because theyre not traders)

If this restriction were added, it would do some to limit issues.
I think merc ID should be reduced to a "HELPER".

They are available to assist. So no provoking on their own. no bounty hunting. They need to have a job to work. Else they are mere traders and escorts. Increase their cargo cap so they can fly some bigger transports. (aka container etc etc). Open to be pirated.

Why I suggest that? because the ID roles of the Freelancer and merc should be distinguishable currently they are too close to each other.
i only dislike that freelancer IFF is used with pirate ID.

Make pirate IFF and make it hostile to local police. Radar gets confused:(
