That's your internal IP. Only people connected to your network can reach the server... you need to set up port forwarding on port 2302 for your internal IP and then hand out your external IP so we can connect.
Gotta mess with the settings of your router. You'll need to browse to 192.168.0.1 and then log into it with the router password. Then, find the port forwarding settings and set it up so port 2302 on address 192.168.0.11 is open for both ways.
