Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime. Transporting Artifacts is not sanctionable if your ID does not say you can lawfully do so. It just means that there may be in-character consequences if you are not lawfully allowed.

According to the Hogosha ID, on the allowed ships paragraph, the Liner class vessels don't seem to be added, so I assume they aren't allowed to be flied.

However, since it says we can't use any transport more than 4,300 cargo, I wonder if we can still fly the
Kusari "Geisha" Cruise Liner. It has 2500 cargo space.

Also, adding on this, if we are allowed to fly this vessel, can we pirate in it?
If it doesn't say liners, you cannot use them, any of them ... I think you answered that one yourself.
The Geisha isn't actually a liner, although it's sometimes called that.
It's a transport... it's the "Kusari Luxury Yacht." I think the "liner" is a carry-over from the older days when Liners weren't a separate class. It's not in the Liner list on the Wiki, and it's nothing like a Liner. It's safe to say that the "liner" tag is a misnomer and it is, in fact, a yacht. (As I believe the name was changed to reflect.)

At some point the Geisha's name was changed from "Kusari Luxury Liner" to "Kusari Luxury Transport" to "Kusari Luxury Yacht." The reason for the first change was due to liners becoming their own class, but the only reason the term Kusari Luxury Liner was used in the first place is because the Geisha model replaced the old beetle, which was formally known as the Kusari Cruise Liner, even though the ship had no resemblance to other Liners in any way, shape or form. Back to the point, the Geisha is not know, nor has it even been classified as a Liner.
