So the wiki refers to Magma hammers as "liberty", does this mean they are for liberty corporations and law enforcement or are they open to anyone who has a strong presence in Liberty (such as Junkers based out of Rico or Rochester) or just anyone at all?
Same question goes for Rheinland guns (obviously these can't be taken into Liberty as the LPI and LN will go berserk).
They are owned by the LSF, LPI and Liberty Navy.
Corporations headquartered in Liberty can use them without asking though.
Anyone else with a White cell to those three main groups must ask them first.

Do junkers count as a corporation (Rico is in Liberty so I guess they are based there)?

No.
They have always been a quasi-legal organization, so you're going to have to ask them about using them. Even then, they'll have to trust you in order for you to get any.
