I dunno, have you tried talking to him, telling it's not allowed? If he's ignoring you or still being offensive, then feel free to report.

It is probably enough although I would not bother reporting it if that was the only thing he said.

well I think he needs to learn his lesson

but that was all cause few seconds later he left and I had a welcome party for some hauler

I probably wont report him but Ill find him in game and at least try to explain some rules

I have gotten far far worse in my pirate.

If it was me, I would just screen it like you did and kill the guy. Cussing at me in my pirate means you die, every time.

In the case of writing up the sanction... I tend not to want to waste the admin's time on a basement dwelling neckbeard because he tossed a hissy fit.
