short Question:

ive read in Message Dumps the pinned thread, that only official Factions can create their own message dumps, the "Water Holes" is a subforum for my understanding, does this rule aply (only official Factions) too in this subforum, or may can everyone create a new thread?

Well considering how many there are, I'm pretty sure anyone can go ahead and make one.
