Well I'm a bounty hunter, I head to New-York and during my trip we meet a miner attacked by a pirate.
The miner is almost dead, and have no time to hire me.
Can I engage the pirate to save the miner life without a contract ? Or should I let the pirate kill a poor guys just in front me ?
(right now I have engage him, he runs away and the miner was saved)
You can only engage the Pirate if the Miner hires you, or there is a bounty on the pirate you can legally collect, or you are attacked by the Pirate.
Edit: Or, if the Pirate is carrying contraband, you can demand he drops it and engage him if he refuses.
Okey, thanks, next time I'll just let the miner died.

Bad. Do this and you can be sanctioned.
BUT
There is a liberty wide bounty on pirates caught in the act, so in this case you were A OK. As long as you claim.

Well The ID rules not mention the pirate hunting. So the ID rules is violated . I guess.

Then don't be a bounty hunter. Be a Freelancer or a merc.
Why would a bounty hunter shoot someone he isn't gonna get bounty for, anyway? Saving lives, etc, etc, is not about BHG.
