So, I read in the Bretonian code that scanning vessels, unless you are BPA or BAF, is illegal. I guess I can figure out ways of how that works, but how can you get actual proof of someone scanning, unless they scream out what cargo you have?

Erm, you cant. I believe that's just RP. RP That's rather unenforceable...

I know a lot of pirates ask to scan cargo on traders....if an officer can hear them, they can enforce it, but otherwise, there is no way to tell.
