To complete stage 1 of Projekt 09 construction in a timely manner. Further details are currently classified and under Spezialoperationabteilung supervision.

Wolfsburg's construction work on Projekt 09 has been halted due to a shortage of materials. Considering the extremely high priority of this project, it is imperative that Red Hessian forces acquire further resources and knowledge so that the project can continue. Red Hessian forces will be expected to secure deals with allies and foreign bodies, and mine or capture resources from our enemies in the region. Contracting other organisations to gather these resources for us is also acceptable.

Furthermore, dealings with groups operating in Liberty will be required, as an armed attack on the Liberty Navy to take vital scans and recover their equipment will be necessary for the completion of key objective number 2. Blueprints for a Liberty Siege Cruiser must be secured and successfully delivered to Freital. Failing that, a Liberty Siege Cruiser must be ambushed and either captured for the Red Hessian cause, or destroyed and the remnants of its hull brought back to base for study. This is absolutely vital for our R&D department, and must be accomplished.

After all resources have been secured, the first stage of Projekt 09 should be completed within a matter of a few weeks. The entire road map for the project consists of: construction, field testing, preparation for mass production.

Once the project is in a sufficiently advanced stage, propaganda transmissions featuring the progress so far will be commissioned to boost movement morale. Further information will be available after the completion of this operation.
