I have put in bold the relevant parts of these rules, now the question is, Since Champagne is Council controlled space (fully) which faction does rule 6.7 relates to, GRN| or [C] ?
Bare in mind that inRP the only Royal Navy that gets to Champagne is occasional raiding wing, nothing big.

Lorraine is on the very edge of Gallic space, just like Languedoc.
Plus, since its cut off from the main forces, it mostly survive since it's nearly completely self-sustainable with VERY small shipments of cargo that manage to pass the minefield.
