You are probably mixing it up with some rumours regarding Narita where it's stated that it's a Samura coup against the foreign competition since they all have to drop their cargo on that station which doesn't have any internal storage facilities. So yeah, All foreign imports to Tokyo, that haven't been bought by one of the keiretsu yet, are floating outside of Narita in storage depots just waiting for the Hogosha to drop by.
