How does one get ahold of such an item, i know its admin give out only.

Not entirely sure how Neutral IDs are given out to non Angel characters these days, but I'll tell ya, there isn't a chance you'll get one on an armoury.

No way, the only possible reason for an amoury to have one is to avoid being shot, suck it up and hire some defence.

Not exactly neutral there. The film makes it very clear that you have to take sides. There is no such thing as a neutral gun supplier.
