(It could and should lead to, for example, a place where the nerf % are listed and explained, wherever it is now).

Once 4.86 final is released, a thread will be made available for factions to request changes to the tech-compatibility to reflect RP changes. For now, see the thread in the Mod Bug Reports subforum. The techchart that governs the tech-compatibility will be published although we have not done this yet.
Yes, the thread linking to the old Tech Chart is gone now (though the
chart itself still appears to exist).
As you said, the link will probably lead to this new chart that Cannon mentioned, once it's released. But it'll probably just remain an empty link for now.
