Where do I find the proper Fl ID for the proper tech nerf?
I've checked Alcatraz and Barrier Gate, and i keep getting a 10% power regen with my bargie.
That suggest a Bargest in combination with the FL ID is a red cell. Doesn't surprise me. Try the Pirate ID.
FL ID on the tech chart is orange to Liberty Rogues and Mollies.
Edit: Orange to just about everything, to be precise.
Use the one with either the Eagle or Manta on it. That should fix it.

You can't buy the Vigliante and Mercenary FL ID anymore.
There only exist the Civilian (Starflier) and Freelancer (Griffin) ID now.
The Griffin ID is the one with the working nerfs last I checked.
