I'm sorry for all inconvenience caused.
Reason for Discovery being down for several days was excess usage of traffic by another website on the same account - Cyrodiil Chronicles. I moved Cyrodiil to another host, so Discovery should be fine in future.
All Discovery services are back, just got wiki running several minutes ago. Everything should work fine. Same for Cyrodiil Chronicles, if you are interested.
