no. unknown system lists as uknown. this ???? system is not on map. so I assume this is bug or an error
What I've noticed most of the time when ??? system comes up is when the player you're looking at is in the middle of a jump, going from one system to another. So at that point, they're not in either New York or California, they're in ??? ...
Consider that to be the limbo and/or load screen.

It can also occur if the player has F1'd and is idling on the Character Selection screen for too long, maybe making a new character or deciding what to switch to.
Character select screen might also be related.
