Even if they are of neutral or allied corporations, are they allowed by the houses? Both server wise and in-game RP wise. And what if they have only good intentions? Haven't been on Freelancer for months now, so I'm wondering if this is something that has changed since.
From a rule point your allowed unless your ID says otherwise

From a law point you have to ask prior to entering.
Best way is probably by forum by informing the official faction for whoever runs that houses police/navy. I belive some factions allow temporary passes so long as you ask an official member first.

If you fail to ask expect to either be escorted out or shot down. Good intentions or not the fact of the matter remains you have those weapons, and the potential to do a lot of damage with them. Its enough to make people worried.
Most houses completely forbid foreign warships (capitals) in their House space. Check the laws for more detail (stickied channel in Communications)

You can ask for permission if you want to pass, and - after a few weeks of waiting - you might get a negative answer. Exaggerated, but not completely unlikely.

The question might be related to jump-trading, which needs a capital ship. If yes: no, you are not allowed to bring a (however friendly) capital into house space. Not even an unarmored, unarmed Zoner one.

Best/only way: don't be caught if you decide to do so.
I've seen cruisers get positive answers from requests before. I've also escorted a Zoner Jugganought around Liberty in my dreadnought before. Its not completely unheard of.

Ask, is still my best suggestion. You'll never know otherwise.
Thanks for the replies and information. The reason I ask of this is because I found out about a week ago that the server rules now permit pirates to use capital ships to pirate now. And i am currently gathering necessary info and RP materials to write up a faction based on fighting fire with fire by escorting lawful traders in medleys of capital ships. Obviously the commanders would be of powerful origins and such, not just "I was once a Storta commander but now I help my former victims." and absolutely no lol-wuts will be able to join. And I'd be sure to get permissions from the house leaders through RP.

These are just thoughts though, i'd like to hear all of your inputs on my idea.

Use bombers. There are many reasons:

1 - the diplomatic problems of bringing caps to house space
2 - the unlawfuls that -love- to hunt caps that leave their natural ZoI where they can expect backup
3 - the fact that you can't really do much against snubs
4 - the fact that the trader you escort is dead if the pirate feels threatened by your cap
5 - caps are slower than transports. I'd rather pay pirates, than getting slowed by someone

Actually... scratch the bombers. Use a freighter or light-fighter, those are the fastest. Keep two lanes/holes ahead of the transport, and tell him to use a different route if you spot pirates. That's the foul-proof way.
My view is that capships are meant for holding space, not blue hunting. It is about protecting ZOI. A few transport casualties are acceptable. Pirates blatantly camping in core systems unchallenged, in caps, is not. Don't really care how long it takes to clear the system, but the most important thing is maintaining a friendly presence in the core systems.

And yeah caps can go anywhere the ID allows, but it might (most likely) be ordered to leave. RP reasons is that a cap can cause a lot of damage, and you don't want those heavy mortars anywhere near the home planets.

Of course, there is the other side to this equation. At least right now, there's not much that prevents someone from going out with the Liberty ID and 'stealing' an RM turtle. Not sure how they'd do it, and there'd be tech nerfs, I'm certain - but ... then is that a foreign warship, an SRP ship, or just what we can expect now that no one really can control their own ships?
I used my AI Cruiser to fly around in Houses. Had problem only in Liberty. LNS just love to pewpew AI Cruiser without any reason. in most other situations I had good RP and fun. maybe its about AI, now sure about others. But I also saw Zoners on Jaggers often
