Friendly Rephack 5? Not either.
Which allows them to have the rep of a character changed after appropriate roleplay is done.
ie: Liberty Navy can request that MAN.EATER is made hostile to Liberty factions, because he keeps shooting them.
I belive, according to
this, FR 5 now become

But FR 5 sound more cool IMO
FR5, or Faction Right Five, is the old name for rule 4.10.
