Hi my friend and I were trying to get double bribes for Zoners and Blood dragons but for some reason it was not working. Every single NPC apart from the bartender has blank speech bubbles!

We are both Freelancer ID freelancer restart characters.

Also what is minimum rep requirements for missions with a faction?

How's your current reputation with Zoner and Blood Dragon ?
I believe to be able to talk with to NPC you need +0,2 bar

Edit : To be able to get succesfull db, try to bribe their closest allies (not working with Zoner, but try GC for blood dragon) and get blood dragon db from bartender and GC NPC
