-Can I buy a base if i have a clan?

well...you can make a clan using the NPC faction...
if you get enough people and activity + Roleplay...you can ask for Official status.
you can use Player Owned base's as your Head quarter or so...
council ? dunno.

my friend and me want to creat a clan in council and built a main base.
But if there a coucil clan,we want to meet.

any how..a Clan = +2 people
means you need more than 2 people to make a clan or so...but if you are planning to gather new people in your clan..that will fix the problem...
and about your base...please Before giving your base an actual upgrade ....Make sure you will Gain the official Council License. otherwise council will count that base as a Rogue one and it will blow up so fast...or GRN will take care of it....
after making your base Status Licensed , continue to RP it with council to get a result...nothing wont be easy i must say...so , be careful.
