EFL|Choc has been sanctioned for:

Be mindful that when you are out of your Zone of Influence™ that you are not to be the aggressor. We're not tying players down to their space, but when you're an EFL ship in Liberty space, you in no way have the ability to demand tax and then fire upon another ship when declined. Read your ID, know what it says, follow it.
For the record, when a player is out of his or her ZoI, said player is an observer. You may roleplay, but you may not be the aggressor in an encounter. If you need to defend yourself, do so, and you'll be covered. Other than that, however, and you'll find yourself on our desk.
