not at all the same, for the record. very big difference between rules and rp "laws" - there can be very valid rp behind outcast caps in liberty, you cant just brush it over and say "they shouldn't be here cuz rp".

when rogues and associated hoodlums choose to deal out the punishment with great delight and dilligence, they should expect severe repercussions. since cardamine cant really be properly represented in Disco, the only thing to do for unhappy outcasts is to do some kraken rp, and its good to know that that is within the rules.

thx for answering my questions and sorry for hijacking the thread for a while.
Myself, I shoot every Outcast who refuses to leave Liberty space with the only exceptions:

1. He's a smuggler.
2. He escorts a smuggler.
3. He has the permission from LR.

Both LR and [101st] encourage killing Outcast capital vessels within Liberty. Though, in my opinion, indies shouldn't engage Outcasts on sight now. And to get back to the topic: I often experienced situations where equal-ID'd players engaged each other in confusing situations. It's normal amongst unlawfuls I'd say. However, if there are official faction players involved, it might end in a "FR5-Party".

how does that go with the lore background of "the precious few outcast lives"?

Some lives aren't worth considering as precious.
Hehe well as players it's easy to come to that conclusion regarding other player's pixel ships, but isn't it poor form to let your PoV as a player dictate the rp of your character?

To be honest that can be argued both ways. If Outcast Lives are so precious why throw them against the Liberty Navys Capital Fleet where the chances are heavily against you, and its not doing any good anyway because Liberty isen't actively attacking Malta, whereas the Corsairs are.
I agree, I'm not saying Liberty is a place for Outcast capitals to go, mostly for that very same reason - that they'd end up getting killed by hostiles...

All I am saying is that perhaps those capitals that do venture forth to fight the Liberty Navy perhaps shouldn't be hunted with such tenacity as some Outcasts and LR seem to encourage, even in unimportant fringe systems. With friends like that, who needs enemies?
I guess its partly OORP reasons too. People bang on and on about LNS cap spam for the win. But theres more OC Dreads than Liberty ones in possession of players, and it seems every day atleast one of them is taking pot-shots at Manhatten.

I guess the OC Officials finnaly got sick of people complaining about Lolwut OC ships at Manhatten.

As for the 6.9 risk of LR on LR Id's. So long as you ensure they are the agressors, the standard rules apply. Shields hit 50%, allowed to defend yourself, doesn't matter whos shooting or what ID they have. Basically, they're the ones that broke the rule, not you.
but isnt it a navy job to kill them?
There will always be less paperwork if you sort things out in-house rather than rely on some other factions to clean up the mess for you. Other people tend to complain if they have to clean up your mess, much like real life.

Also, I suspect its also partly down to "OC Cap where it shouldn't be = hostile to everyone". Not only are you not going to have any friends in Liberty (Other than indies possibly) but everyones going to be shooting at you. Not only does it make being ganked even more likely (Less fun for the OC Cap = Reduced chance of them trying again) but it makes it less of an annoyance for everyone else (More people shooting = shorter fight = less of peoples time wasted).
