Because:

6.1 Every player must have an ID equipped on his or her ship. Carrying multiple different types of IDs in a player ship is prohibited.

It's not really permitted except in special cases such as when the ID is only available to factions if they are given to them (Like the S.C.R.A. one, they store a bunch on a ship and hand them out to recruits once they are accepted and it's replenished by Admins every once in a while). However the ID's that are available on Guard Stations must be earned the old fashioned way, grinding. Same with any other ID on a station or planet.
The Order ID at the moment can not be acquired in any other way than another Order ship helping. Unless you have above neutral rep, you cant get missions, the people wont talk to you so you cant get bribes. Or you know enough about the rep system to know that you must shoot navy and bhg to raise Order rep. If you cant buy Ids for other people, why even specify that you cnat have IDs of different type. Fail?
It's fine to have a depot ship with multiple IDs of the one kind (and no others), it's only breaking the rules when you pass said ID onto another ship using a different ID. However, when only used for creating ships for that faction, it's kind of a malicious report...

The rule itself is to stop people carrying say a Pirate ID along with their equipped one and others not knowing (since they can only see IDs carried, not which is in use) how to deal with them.
So whats the point in allowing the same ID several times on the same ship, if its a rule violation to pass it on? Malicious report?`What are you talking about man?
The rule is to stop you confusing other players, it's unlikely you're going to be seen by anyone in the minute or so when you pass on an ID.
You'd only get sanctioned if someone reported you, and it's not exactly a nice thing to do...
So what you're saying is that the rules dont say its not allowed, but still its not allowed, and if someone reports you he's an a... not very nice person. Is that just another way of saying that some people can do it and others cant, depending on how much admins like you?
It is against the rules, but in some cases it's a necessary evil (specifically for restricted ID factions). I suppose it depends on what you think, could be viewed in the same way as exploits "just to save time".
