if you don't have permission to build a base in house space can you build one in the omicron systems?
Base-building laws are in-roleplay. They are not server rules. You can choose to break house laws if you want.

You can build a base anywhere, but the locals there will probably attack if you do not seek their cooperation/approval.

You can build a base in house space even if you don't have permission. Just be prepared for an attack by the house navy/police if they discover it...

An alternative to paying fees to house governments is to pay the local unlawful faction(s) to help protect your base.

Link to the various laws that roam Sirius, should also contain for each house/faction that has territories on rules regarding base building.
You might find this map helpful as a rough guide to who would get annoyed if you were to build a base there.

The local authorities (and possibly whichever unlawful faction considers the area their territory too) for in the houses or the independent systems near them.
The Nomad Omicrons will find you in trouble with Nomads, Core, Order and probably some Zoners these days, while the Outcast and Corsair ones will cause trouble with them.
The Taus will bring the attention of Gallia and the Outcasts; the Sigmas, GMG will be on your back; Omegas would be Hessians or Corsairs.
South of Liberty will be Rogue territory, to the West will be either the Colonials (in Coronado), the TAZ (in Baffin) or the Council (in Roussillon).

So to summarise, there really isn't anywhere that you will be perfectly safe without doing some sort of roleplay request beforehand. You can of course choose to hide the base, but this will make it harder to supply.
Some locations that won't get you into trouble quickly:
- Omega-49: So long as you don't annoy the Corsairs.
- Coronado: Inside the Barrier ice field, pleny of places to hide it. The Colonials tend to have a "live and let live" policy, the houses rarely go there... just watch out for the Nommies in the south.
- Omicron Lost: So far removed, folk tend to forget this system even exists. Supplying it can be a pain.

Lost is nice, but it is difficult to supply. But if that is your wish, good luck.
Its far out. The nearest location is a system away, and for others, many systems away.. Strange system.

There are no rules, you just build out there which is a bonus, so your idea will work.
It just for special roleplay
i dont know if omicron is the better choice. you need a good team it's far and expensive and dangerous.
You could always purchase an already built and legal station, as well. That saves you all the legal jumping.
