I suppose the bigger dms were to carry more ships, or bigger ones. Dunno about no limits, but perhaps 2 or 4 ships for each module could be doable. Better solution is to give them additional functionality that scales - so the more you have, the more effective that functionality becomes. Allow heavies to carry 2-3 ships. Give battleships 2 heavy slots and carriers 3-5.
