Not at all necessarily. Let's try with these IDs involved and see what happens.
If it doesn't work, it will be reverted again - that is what the trial period is for after all.

Problem is balancing and putting a price on the "danger" aspect. Different time zones are the key here, also different delivery points. If you are a Liberty faction organizing a mining operation in prime-time and delivering to a liberty location (Since you pointed out new locations are added), you are at a huge disadvantage compared to any other nonlib-corporation doing it in a different time zone. I feel for ya admin and dev team, this indeed is a balancing nightmare.

maybe different prices at different times (hight peak times = high price - low peak times = low price) or the price depends on how much players are online. if the game mechanichs allow that.

Not without a server restart somewhere in the middle of it. And it would require manual adjustment.
