Different time zones are the key here, also different delivery points. If you are a Liberty faction organizing a mining operation in prime-time and delivering to a liberty location (Since you pointed out new locations are added), you are at a huge disadvantage compared to any other nonlib-corporation doing it in a different time zone. I feel for ya admin and dev team, this indeed is a balancing nightmare.
