His ID does not give him the right to arbitrarily declare a sector closed.

Maddox, take screenshots and go report it. That's what I'm currently doing, they aren't allowed to do this.
I actually logged back in and they are indeed stopping my transport from leaving Kappa. Even though Sirius corporations are FRIENDLY with the Core, and their ID clearly states they are only allowed to attack factions considered HOSTILE by their faction within their ZOI.
This is clearly just PvP drunk guys acting like jerks. Report them.

If, at any time, you feel that the Rules are being broken, you have the obligation/right to report them using the Violation Reports.

Don't think it needs a sanction report. Just a ruling on whether or not it's allowed. Nobody wants to file sanction reports (well I don't). Also, a sanction notice will take time to process - and we know how busy you are. This event has a limited timeframe.
