Map effect is generated from actual game data by a script plus various helping tools I made over the last few months to help me create effects faster and more efficient. Nebulae and other visual extras would be just added manually to effect. Effect itself is pretty complex actually since it shows actual map and not just random lines like one was in campaign cutscene.
