I would put forward the motion that people play captains of space-ships and not 'Chancellor of the Exchequer'. I would also suggest that the likes of Queen Carina remain NPCs and plot devices.

I just wanted to add that I agree with this to a fair extent. I'm not a fan of having the Queen RPed a lot (for instance). I think it's better to have her as an npc and have someone RP a member of Parliament speaking on the government's behalf in those situations. It's similar, sure, but Parliament can be routinely changed in Bretonia if need be.

Otherwise, major leaders like that should be done as a group of the related factions, so as to get everything balanced out.

Seriously, I'm disgusted that this is still going on.

Yes, poke at and scratch at imaginary welts and sores that obviously cover the whole of the Discovery community and server...

...but only when the server is down and we have nothing better to do.

It allows one player to dictate the policy of multiple factions, even breaking NPC diplomacy, because they are head of state.

Not quite sure how we got to this point in this conversation, but here is how it goes in Kusari. For at least the last year, maybe more, we have had a council of leaders in Kusari (lawful/semilawful) This council makes all the big decisions that would be made by the Kusari government. It is made up, like Bretonia, of the faction leaders of both official and unofficial factions and senior members of those factions. The Emperor speaks for that council in rp, but oorp, decisions are made by the council, and we generally dont vote, but instead come to decisions by building consensus. Major decisions are not made by the emperor, but instead by the council. The thing that attracted me to this role so much was not getting to make decisions or the diplomatic stuff, but instead the rp I get in threads like "A meeting between friends" and the rp I get when on my ship in New Tokyo interacting with other players. This is just another role, and when done with the support and cooperation of the Faction leaders of the house or area, can be just as legitimate to explore as any other in our universe.

This would get the whole community involved in the decisions of each faction. If one official faction was trying to 'powerplay' or do something unfairly, if the entirety of the council voted against them, it would be 7-5 and they'd lose.
Problem with the council thing is it only works on some factions. Big factions like BAF sure. LWB, like I said, not so much. Or at least, it would be pointless.

This stuff makes me think it would be better to have fewer councils, but bigger. Instead of a BAF council, have a Bretonia council. Councils only seem necessary for factions that have a lot of independents, or more than one official faction.

would you mind explaining this slightly?
if it is a BAF faction council,(with indies and such.) then why do you suggest having the KNF, Corsairs, and "IMG, Zoner, LN, RM. Whatever."

the zoners have no place on a BAF council. same goes for the 'sairs, IMG, LN, RM, and any kusari aligned faction.

Look, it's late and I really do not feel like reading through all of this to see if it's already been asked,
so here it goes:

What if a faction wishes to become official and yet not tie itself in with any existing NPC factions?
ie; SCRA, CR, Phantoms, Wilde.

ramey: I dont really like the council idea, and I think it's pointless. What I meant by that stuff was that it would make more sense to talk this stuff through with neighbouring and related factions than just some insular council.

Like if the BAF decided it was going to ally with the KNf against the BPA. Don't you think those two factions would like to be aware of this thought process before it was implemented?

- In order to differentiate Factions from Groups, what kind of rights should [Official] Factions have over Groups or Independent players?
Official factions should have the right to make laws/regulations in that factions area of space , and the unofficials should have to follow them. Though, they cant restrict their ships and weaponry

- Should the 500m fee stay or go?
This is a compilicated one. I think that the 500m should stay, BUT!!! this 500m should be paid ONLY IF the faction wants a system. I dont believe that a faction should have to pay to become official, but they should pay if they want a system/barge.

- Should we limit the amount of official factions for each NPC group depending on the group? And what about Corporations whose headquarters are under the flag of a house?
NO, NO, AND NO!

- Should Independent players have a representative on the council?
With written story, background, and official faction approval, yes

- Should Factions be able to lose those rights if they go the wrong way?
Yes

- Should Groups have to abide by the policies set by the Council too?
Yes

IF they have a representative:

-it won't work, as the other indies probably won't listen to the rep (since theyre indies, obviously)

-the factions, and the council would have more power over indies, which could be good or bad.

Some councils have indie reps.

Like tena and eternal for the order... but im not sure if they actually represent independants.

There is no distinction in reality between an independent player representing many independents and a faction leader representing the faction members. You don't surrender your independence when you join every faction, despite the suggestions that faction roll-calls are the equivalent of the Nuremberg rallies.

Or something.

The server is still down, so all this stuff is hypothetical anyway.
