I was patroling New Berlin when Max_the_Dax failed to stop for scannign and has been fined 2 milions for that act. He has not yet payed the fine. Thus any RM is allowed to ask him to pay the fine.

Max the Dax was escorting someone through to new berlin, and he was going fairly fast. Lorry was talking to another player who was not understanding the situation, I think his name was Blaze, correct me if im wrong. At the same time, Lorry tries to talk to Max, and it gets really confusing. Max is about to dock, and Lorry says something like "let me inspect you before you dock", but it was really late and slow. No one knew who he was talking to, and the other player (Blaze or whoever) was talking in the chat and making it even more confusing.
Max did not mean to cause a problem and he even said it was only his 4th day playing. I don't think its fair for [RM] to ask a person such as that to be fined for his small mistake.

OoC. First: this is not the full picture. Drak arrived later, so he cannot know what I've said to Max on the private channel. He is just discussing something he cannot know.
Second: Drak, you are not neutral at all. We had a though discussion on the private channel... you can be whatever but not say you're neutral.
Third: this is the RM message dump and you, Drak, are not an RM.
Fourth: 4 day playing? Are you making fun of me? Max was rank 66 when I stopped him (I have the screenshoot)... for sure he had the money to pay and even if he has played just 4 days (I do not belive it), for sure he has playied a lot of hours, thus he must know the rules. And it was not the first time he was meeting a RM patrol, as himself told me. He was aware about how it works.

Max stopped. I asked him to wait because I was scanning Drak, but Max told me that he was not going to wait for me because he was in hurry. So he docked without my permission. Once Max undocked, following the rule of RM authority, I told him that I would have fined him. (At this point Drak jumped in the discussion between me and max and started to take his side and trying to provoke me. Do not negate it... I've the screenshoots)
Max himself admitted that he had already refused to pay a fine to an'other RM officer before me. Thus it was not the first time he was making fun of Rheinland Athorities. And he was aware about the rules because he had met an other RM check before mine.
Later on Max (OcC: after he finally followed my suggestion to go and read the rules on the forum) tried to bribe me with 500K if I would not had fined him. But I refused. For a RM Officer rules are rules, and that's all. Thus... docking without permission + a trial to bribe: I guess the fine must be confirmed.

OoC: ... Drak, you've alredy been enough rude and provoking with me. Do not negate it, I've the screeshoots to prove it. Please, stop to provoke me saying that I'm not telling the thuth. You were not in front of Max PC. You cannot say that he had not the time to stop. He had the time. In fact, he stopped but after few seconds he decided that role playing was not interesting for him and docked. And before doing it he said something like "ok, since you're already occupied with others than I dock". He docked as an intentional violation. It was not a mistake as you said.
Keep in mind that this is Role-Playing server, if you do not know what does it mean, try to learn it, please.
And to be even more clear... with max I was just role-playing and if you would had taken your nose out of the discussion between max and me the things probably would have gone in a different way.

I'm agreeing with lorry here, unless kane or virus says otherwise max has 8 mil to pay.
Heres the breakdown of why:
Refusing to pay a fine, doubles it = $4mil
Refusing to stop/not waiting to be scanned = $2mil
Attempted bribry = $2mil
Total = $8mil
Max, you will have one chance to pay the next time an RM character tells you to stop.
After that you will be destroyed on sight whenever your in rhienland, and a bounty for the $8 mil will be placed on that character.
This is all done by the RM system rules as they are posted, you don't like it?

The freelancer with the tag -=[HellFire]=- should now be considered "kill on sight" as they opened fire on a fellow RM member tonight. Myself and BlauMax dispatched of said scoundrel, but said persons have threatened "extreme reprecusions" (like i believe this.. heh.. Talon with barely chainguns).
They're flying a talon, with probably a couple of chainguns. They opened fire to prevent RM from scanning him.
I believe we need a new rule: If they destroy RM craft, it's automatically "enemy of state" time.

While traveling peacefully through New Berlin space, I was accosted by a Corsair Pilot named -=[HellFire]=-. He requested a "tax" of 100k for my passage through New Berlin Space.
I promptly refused, and engaged with a warning shot over his bow. He started to run away, so I entered my trade lane sequence. As I was entering, I see him on a standard strafing run. I complete my run to the next station, and find that he has followed me, and increased the demand to 1 million credits.
I then promptly destroyed his vessel, leaving his life pod floating near Bonn Station. Please pick him up there and prosecute to the fullest extent of your laws.

Around 17:45 Zulu Time (5:45 PM GMT) my sensors picked up the -=[HellFire]=- in New Berlin again. Ravenclaw Assault Fighter this time. I engaged in a pursuit and after an excellent fight by the Corsair pilot I destroyed his ship. Unfortunately, my Wrath was destroyed in the process, we might want to suggest the technicians to sort those firing commands of the Nova AMC and the mine dropper.
