The whole thing is more or less irrelevant as the zoners are more or less overblown and far away from what they should be.
If it was me I would do the same but only on small scale:
Keep the Jug as SRP with the current stats. Bump a bit the rebuy price and set a deadline so people can exchange it to credits.
Take the carrier and make it like the old order Carrier with battlecruiser stats with light battleship core, the huge size would be
compensated with more cargo space and abilities to use PoB Stuff. Weak in PvP but strong as Utility ship.
Rebalance the Fearless a bit to suit its size/power as cruiser.
Make the Corvo Heavy GB transp like salvager. Because the thing is the most OP cruiser in the mod now.
Keep the GB and the SHF as they are.
So none gets hurt, no more stupid Jinx models got introduced.If Jinx was not part of the development team, the whole zoner mess would not had existed at first place. If the dev team cannot self regulate by creating in overblown-useless content then they should ask for the community help in that or create clear voting system and regulation guidelines.
Overnerfing the zonership line is as stupid as the current zoner line. Only a rebalancing and reality check is needed nothing more.
So the devs can invest their time in fixing the more important stuff.

Maybe throw in adding Kingfisher as a light bomber and I'd call this a viable solution.

Atlast,some sense.Keep the Juggy as a SRP and we could also do with a Kingfisher as a bomber,I just didnt want the faction members to be deprieved of their RP over the years.
