Without jocking, is it posible to block the function for certain players? If yes, you could block it in case of a rule violation. Is that a good idea? or is that a good idea? If this is something that is causing enough problems to where the Admins want to delete it entirely, then I'm guessing it should cost a bit more. Maybe 50-60 million + .... This also goes back to the point raised previously that if you're sitting still, it's your fault for getting killed.
