As for solutions i can present some

1 No more Player driven RP, devs go silent, and people adjust to what is on patch notes (sincerely not the best option)
2 Devs announce with like 2 weeks before patch to give people enough time to RP stuff (this a good option if we completly drop story driven by players RP)
3 Devs announce guidelines to community of what will happen and say what can't be prone to changes. (A good middleground but requires lots of effort from everyone to be civil)
4 Introduce a more complex system like

Implementing a "house" system

Explanation

Pick up the current division of systems

Nomads worlds
Edge worlds
Bretonia
Liberty
Kusari
Rheinland
Galia

Or make a new one like
Omicrons
Omegas
Taus
Etc
Etc

With this each faction represented in that "house" votes for a person to be the story dev in charge of "defending" the said "house"

This person cannot be high ranked in other "houses" factions besides the one he's elected for.

Picking on bretonia as example

Baf
Bpa
Molly
Gaian
Bowex
Gateway
Bmm
Zoners
Outcasts
Etc

Every faction with a base in bretonia

5 Don't give a damn about anything players say or whatever and keep it like always
