I hate to nitpick at this but I should let you know, an NPC faction is indeed "played" by player characters when they choose to align their IFF/reputation with those NPCs.

I will through in my little opinion here:
- it's only a ban on recruiting on THESE FORUMS, so not meaning you can't recruit at all, I have seen 'some' un-official factions doing it over their own little forum, there are a lot of companys/whatevers offering free forums
- if the active recruit thing would be open to everyone, in a certain amount of time the server would end in a total chaos: nobody knows what the next one's RP is, since almost everybody has a different one, things are getting mixed up ending in massive Q_Q ; new players can't get in, RP and stuffz is ways to complicated
Other points are mentioned and discussed earlier ( I think ) , so:
-> just go find a nice compromise, like the PM thing, or get creative, if your un-official faction is so important to you, make your own mini-forum, if you think it's no worth it, your un-o. faction doesn't really deserve officialdom-rights

Howdy' folks!
Good news for unofficial groups! As the official factions of the server now have their own forum subsections, we decided that there is simply no more need for this rule anymore.
As of right now, unofficial factions are allowed to do recruitment on the forums from the following sub-section
I've locked this topic so it may fall into the abyssal depths of the discovery forum pages. Also nuked the main post!
