Go ahead and read back in sanctions. You will find a few for less then 50 mil. Look up rule 1.0 also while you are at it.

I agree in large parts to what you are saying, but let's face it, traders in 3000+ cargo transports DO have money, and it is very very very easy for them to make more fast. I never pirate lesser transports for more than 500k to 1 mil, but I know how fast it is to make money in a larger transport. Seriously. Trading is way too easy and way to secure (unless you are in a rhino and get ganked by lolpirates, but I think that is a rare occurance) - you almost have to look up pirates and deliberately make yourself a big shiny target for anything to happen. Most traders are too lazy to fly above/below plane simply because they know piracy isn't really cutting into their profits, like taking a time consuming (secure) detour would.
