^If they meet us, they'll probably want assistance.
If they spot us pirating, they're likely to join us.
If they ever attempt to stop us from doing what we do, we just need to kill the pilots inRP so no news arrive.
I'm yet to meet any other situation which hasn't been solved this way. A 4th scenario would end up with a FR5 for the XTF tag, I guess.

So far we are fine with the LR-.
The prohibition was most likely made due to ooRP reasons (they don't want someone to steal their goods and fulfill their role in Liberty gameplay, especially with caps).
We don't have in mind to compete with liberty pirate factions. Just occasional piracy; we still focus on Taus and Sigmas.
