The amount of foriegn activity in Kusari space is growing and it seems the Outcasts in particular have taken an interest.
I tracked this one a week ago from the Contari Lance all the way across Kusari and managed to intercept a transmission of this pilot seemingly threatening gas miners for navigational information - http://i1033.photobucket.com/albums/a419/nexus0404/screen1119_zpsf8e021cf.png Then it became apparent that this was just forward intel gathering to conduct larger movements. Only after a grand contribution to the Watanabe Kazoku was this unscheduled visit by ships of war in our Shogunate not escalated to a much more forceful eviction. http://i1033.photobucket.com/albums/a419/nexus0404/screen1112_zps2efabe25.png This Bowex transport paid for my fuel at Sendai. We found that the huge missile tubes were still fitted with Orbit-to-Surface missiles and these OtS missiles are in a stable condition. The weapons array is functional and required only minor repairs. The core has been restored and is running at 98.5% of its originally intended full power. The dying Planet Shirane bleeds its riches into space, and the henchmen of the empire of greed flock to scoop them up. They failed to take full advantage today. I was late to intercept the fleeing transport, but I managed to stop the mining ship. The usual claims of innocence followed from the captains mouth, so well rehearsed and spoken so many times. His pleas fell on deaf ears, and I forced him to drop his one thousand units of Platinum. I've called for a transport to haul it to Kyoto, where it could be put to good use. I will remain nearby to ensure it is safely delivered. And you, my brethren, are encouraged to ocassionaly disrupt their operations and claim their cargo. Today was only somewhat eventful with the spotting and attack of the ship the "Sylvester". It was unresponsive and unwilling to forfeit credits to the Watanabe cause. We were somewhat hoping it would choose to be rude though, watching Samura vessels explode is a treat. As such I have fulfilled the requests of Shogun Hirotada Watanabe to take stock of the family position and see what resources we have at our disposal and make recommendations towards securing our rightful place in the Blood Dragons. As such I have put together the following proposals as per the wise Shogun's request. The Kraken - The WK|IGS-Kraken, after months of repairs, is now a fully operational Togo class battleship and is ready for deployment. I recommend that it is hereby assigned to defend Chugoku from any trespassers and use any force necessary to achieve that objective. Its presence among the Dragon pilots will be a constant reminder of the greatness of family Watanabe. An Ambassador in the Omicrons - With relations strong between the Watanabe Kazoku and certain elements within The Order, our Shogun has requested an ambassador be appointed to maintain and improve relations with The Order. Perhaps Takai Tohashi, a particularly gifted Ashiguru, or Akane Akio, although this may detract from his new role on Sendai. Securing Assets - With recent jumphole shifts disrupting our usual activities and bring our enemies unexpectedly closer I propose we take advantage of Samura's overreaching greed and secure Planet Tomoika in Nagano for Blood Dragon colonisation. With no law enforcement or KNF outposts in the system we could, with the right resources focused at our enemies, stage an planetary invasion so that we may not need fear our families source of food and other resources for centuries to come. Should you request it, a full battle strategem will be submitted for your consideration. Activities in our Shogunate - Outcasts and also Junkers have become more interested in our space than usual. On several occasions I have personally encountered large Outcast warships in Kusari as they now have a much easier route to Nagano now through Tau-37. We must exercise caution and monitor these movements closely. Also of note is the increasing activity in Tohoku, and as such I recommend an increase in patrols at Ryuku and the surrounding area. To open, I'd like to humbly congratulate you on your achievement in becoming Daimyo, I look forward to serving under your flag in battle. If we were to send an ambassador to Akabat from the Watanabe Family, Akio would be best used there for advancement in research by utilizing the Order's Research teams, but of course, all Ashigarus need a chance to prove themselves. Overall I put a vote to send Tohashi as the ambassador, that should be able to gain some favor in the Shogun's eyes. Securing Tomoika would mean expanding our power, Shogunate and possibilities, but I must argue that the entirety of the Tomoika Planet is used as a primary trading hub. If we were able to secure it, with help from our Sisters of course, I would suspect it would cause a riot within Samura, and consequently: the government, and we'd find ourselves face to face with Naval Forces Battleships everyday. Despite this, the idea seems very lucrative without sounding greedy. Perhaps we should contact our closest allies and organize this invasion. Preferably with minimal casualties too. And of course, the ever growing Junker and Outcast activity within our Shogunate. I would like to pint out we've had a few Zoner marked vessels float through our beloved Chugoku system too, this should be addressed alongside the Junkers and Outcasts if necessary. Scouts and witnesses report that the Junkers we've been encountering are known as the Junker Marauders. I cannot seem to find anymore information on them, however intel suggests they are aggressive, so are to be politely asked to leave the Shogunate if are found practicing hostile activities. We shouldn't hound down upon these Junkers though, they seem to love to push Samura around as much as we do! The Outcasts are a different issue though. While the Junkers have no warships to launch into Kusari, the Outcasts do. Personally, I try to pull them up when they carry illegal cargo into our space, but warships are a lot harder to handle. It seems harmless, but they seem to indulge in the murder of anyone they don't like, on a basic level that means civilians, which shouldn't be tolerated. Despite this, they too like to farm our enemies, the Corsairs, which makes our job a lot easier for us. These are great issues that need to be addressed immediately, I'm leaving my terminal open for further discussion. >>>Transmission on Standby<<<

Your input has been highly valuable, but allow me to address these plans myself. First off, a congratulations on the Kraken project. An impressive addition to our aresenal, that will indubitably help in securing our territory, discouraging and repelling any misbeggoten attempts at invasion. Meanwhile, I am still overseeing the restoration and final refitting of the Izanagi, and I am confident that it will be complete soon, after which, I will move my forward command post to the vessel itself. About the Ambassador issue, I believe none of these men are suitable for such a role, not because I consider them to be lacking in skill, but rather that their usefuleness is far greater at their current post. I will not move any of our active core assets to a remote, long-term mission unless they request it themselves. With that said, I would prefer if we assigned a different, less relevant asset, perhaps one of the older and wiser members of our order. The Nagano system has been brought to our immediate neighbourhood, and Tomioka stands in the hands of the Samura and their lackies at our very doorstep. You were wise to assume that I wouldn't tolerate it. Though the planetary security is less than ideal, we cannot afford a full scale invasion right now. Rather, I suggest continuing the systematic terror strikes and removal of key convoys and mining ships within the system, while I work on implanting sleeper agents planetside. Given enough time and coercion, I am confident we could stage a rebellion planetside, but we will postpone it untill the time is right. This cannot be done by trial and error, my brethren, we have to get it right the first time. And finally, to address the issue of foreign elements in Kusari. I am already well aware of these developments, and while we can tolerate the odd Outcast freighter or fighter passing through, a warship is an insult, plain and simple. Such insults should be taken care of traditionally, and cleansed with a blaze of guns. If foreign warships, Order excluded, appear in Kusari, let alone our immediate controlled space, you have my approval to dispose of them. Permanently. That is all for now.
