Also, Yeah...
.:j:.Congress will hunt Salvagers that are not in the hands of Junkers.
It says right in the Salvager's Infocard that they are built by and stay in Junker familes - and never change hands.
Which means if you're a non-Junker flying one, then you've stolen it and killed a Junker family to get it.
