We're reversing this sanction as after reconvening we found that the evidence provided was insufficient to suggest jittering. Sorry about the inconvenience.
For future reference, V-Sync should be turned on if using a high performance computer with Freelancer, and it should be kept in mind that using Freelancer in windowed mode disables V-Sync[1].

I am not involved in the sanction, but I am afraid you're in a grave error here.
I am playing this game windowed since I started here, and I can keep the Vsync on (I have an ATI video card).
