Actually aside from maybe the Marduk and LD, the Arbiter is (if it wasn't changed for .87) one of the best battleships in the game.

Anyway no, I believe it'll be up to GB access. You can't use the same reasons for the Coalition indies being dead though - up until a few weeks ago they were explicitly forbidden from entering Liberty, and with a few exceptions we all know how non Liberty factions go. People need to start getting it through their heads that bigger ships aren't better, just different and with a lower skill curve.
