Get a friend to do restarts, go to conn and mount his ID (of the faction you want greenness).
Using this method, say you wanted to make him LN/LPI, mount both of those, then mount each corp ID for Liberty (DSE, Ageira, Interspace etc), may take a while, but you can make him whatever you want and it will be quicker than shooting NPCs/messing about with bribes.
Bear in mind though, you can't have two different IDs on same char, so just make sure you sell your old ID first before mounting new one.
Might need to take some bribes afterwards due to rep-hack combos (mount OC, makes Corsairs hate you) and do /droprep a few times for correct IFF.

If you want to make him a neutral freelancer or whatever, your best option is to make a new char, buy same ship, transfer all your stuff to it in conn, and the sell the old ship on the forums, mention the bad rep, and the fact is has no equipment.
Won't cost you much, you'll lose a percentage of the ship value, but you don't need to repurchase the equipment, you'll get more money selling on forums than selling to NPC...

Hi, thanks for your advise.
My rep is pretty messed up cause I was a Pirate first of all, then purchased a Molly rep from the base in Dublin. Now I'm still hostile to pretty much everyone except Molly's... Ideally I'd like to start over with a fresh restart and do it properly...

I'm not really sure what the best approach for my situation is...
I'm not really sure if I want to be a Pirate any more! Oh I just don't know anything!
I'm happy to sell it for 20 million but what would your advise (as an experienced player to an newbie) be? Obviously after reading the thread...

Personally I'd just keep the ship, and make another one for other purposes, you might make friends with someone that likes to pirate, or join a pirate faction, it could come in useful some day, and 20 million ain't a lot of cash really.
If you can buy another ship comfortably, I'd say keep it for a rainy day

Ok mate. Thanks for the advice.
I've got over 100m in the bank so money isn't really that much of an issue at the moment. And if it ever is I'll just go do some mining.
Now to make a choice of what to do next...
