"Regarding the proposal forwarded by our colleague Hakiro-san, we consider the wording too ambiguous and the intended effects too vague, which prevents us from giving just consideration to such proposal. One has to question why such people have decided for the Blood Dragons for their point of refuge, considering the very strong political views that same organization espouses. Several of the members of the DPK consider that reintegration of the marginalized kusarians is an important goal for the republic, but guarantees of the pacification of the criminal forces and an agreement with conditions for their reintegration should be discussed, instead of a simple cleaning the slate. I, Arata Nakaigawa, consider this proposal in it's current version unfit for the interests of the Kusari Republic, and therefore unfit of my approval." Nakaigawa sits back in his place, while receiving some expressions of support from it's closes colleagues. Most of the Democratic group remains silent, not showing much of a position regarding the proposal or the speech by their member. RE: Grand Assembly - Pancakes - 03-10-2014 Hakiro watched carefully his fellow ministers. It seemed that most were willing to repair this wound in the society, but he had to make amends to the proposal. He stepped up the podium and addressed the assembly "Seeing that the bill in its current form would need amends, however the idea does not fully go unsupported. I therefore withdraw the bill so appropriate amends can be made. The screen pads lit up and show the clearly: "Amnesty to any and all exiled personas that were forced to unite under the flag Blood Dragons." - Withdrawn. RE: Grand Assembly - NixOlympica - 03-12-2014 Miyuki Ikeda signalized her will to speak and when her time came, she stood up and walked towards the speaker's table. Her rich black gown dragged the sight of many male members of the Diet. "Honorable members of the General Assembly, my dear Kusari. What I am about to propose will surely cause a great deal of disagreement and argument. Yet I urge everyone, both willing or unwilling at first, to deeply think about what I am about to propose." Miyuki made a small theatrical pause "The Liberal Party of Kusari hereby proposes to form a comittee with task to explore possible means of reintegration of the Golden Chrysanthemum members back to our society. It would develop a plan on how would such a task be executed as well as start a negotiation talks with said members. I know that this might sound as outraging to some members of the Diet. In certain areas rightfully I will admit, but please hear me out. Members of the Golden Chrysanthemums have been fighting for centuries against the old regime, which I hope we will all admit, did curb their rights. But the time changes and so should both ours and their ways. I, myself, am a living example of that. I will not dispute that such act would be hard, problematic and time consuming. But think of the benefits. We could extinguish yet another fire burning our house from the inside. Us and Chrysanthemums have one thing in common. We both fight for our home. Yes, said home can be very different but we are all Kusarians after all. That is why I will say that it is time for Kusari and Golden Chrysanthemums to seek a common way and lay down arms for the future and prosperity of us and our children." Coughing once he shook his head and spoke: "Dear representative, Ikeda-san. You were right that this proposition would meet with a lot of disagreement. I'll have to be one of them who disagree with you here. Just like the proposition from the representative of the White Lotus Party, you suggest us to vote on something we simply can not at this state. I have to note that our arms are open for the GC sisters who acknowledge their wrong deeds and would like to return to their country. They'll be integrated in our society as best they could be, as long as a court judges them innocent, or after they've served their time for their crimes. Even though in the past the women of Kusari have been oppressed, sadly, but you are a proof that it is no longer the case. While the GC have no longer a proper reason to defy us, they still do. With our parliament, now every citizen has the chance to struggle for their rights peacefully, not with destruction and murder. The ones that remain no longer fight for their rights, but for ridiculous things such as creating a matrimony. They still do the bidding of foreign criminals, which are a lot more dangerous than them, and delight in consuming that illegal substance called cardamine, which alter their DNA and enslave them to the Maltese. There's simply no way we can help them now, unless they come at us with honest willingness to change their ways, which would only help themselves. There's none of us here, who'd not be willing to accept them back in Kusari as proper citizens, and save them from this bane called Orange Dream. But it is a step they have to take first, by stopping to follow after their fanatical and outright crazy leaders." RE: Grand Assembly - NixOlympica - 03-17-2014 She signs her intent to reply "Honorable representative Taiyouji, What you are saying is essentially no different from what I am proposing. We cannot naturally force those Chrysanthemums that are decided to stick to their old barbatic ways of fight. The idea of 'Kusarian matrimony' is ridiculous of course. Yet the idea of Kusarian equality is not. What I am proposing is to meet those that want to return to the embrace of Kusari half the way. Show them that if they lay down their arms and seek peace, Kusari will accept them. I am yet to see this intent from our side. We need to do more than a words. If we set up judges to evaluate their innocence, what would that bring us? Years of lasting and tiring processes that would require substantial payments from our side and would soon encourage all of the sisters to give up. How would such a court work anyway? We know they were members of said movement and we can easily deny those that we know that they have committed the worst crimes. Courts would hardly help us in this matter. Since we are not using 'presumption of innocence' here, does that mean that they have to prove something? Our knowledge of their members is mostly limited towards their fighter squadrons, terrorists and I suppose what Kempentai gathered. There are thousands that led a rather simple lives away from Kusari. " Miyuki took a breath for a moment "Ladies and gentlemen I will have to stress again. The former regime forced them to chose this way. Kusari is different now but we cannot simply evade deeds of our predecessors. We cannot pretend it is not our responsibility. It is. The matter of cardamine is problematic indeed but my limited knowledge in those matters tells me that there is a new drug called 'Stabiline' that is not as toxic as Cardamine is and allows its users to live with their addiction. He discussed things with his friends to the party and after reaching a decision rose from his seat and addressed the speaker: "The White Lotus party is all for integrating those who were forced down to the outskirts of society by oppression. However, we must inquire what would be of members who joined the "G.C" after the institute of the Republic? Such people are sure to have known that said oppression no longer exists." Unlike the previous proposal, I think it's correct for a commission to investigate the actions of the Golden Chrysanthemums members and find solutions that could facilitate their reintegration into Kusari, both in a legal and social perspective. As to who should be worthy to receive a state pardon and who shouldn't, it is wise to defer to any conclusions this commission present from it's work, and act only when those findings are sufficiently proven. For such a possibility to exist, I second the Liberal party proposal of "Creating a Commission to explore possible means of reintegration of the Golden Chrysanthemum members back into Kusari society." I urge the other member to provide their support for this project to move forward, and not to concern yourselves with determine who is a criminal or not on your own, for that is not our role." Nakaigawa finishes his statement, showing a certain satisfaction on the support shown by the other members of the Democratic Party, as well as the interest coming from the other groups. We have been in the recent weeks discussing several projects of various importance, all with their own relevance to the state of Kusari and its Republic. However I would like to direct your attention to a matter that concerns the functioning of this Assembly and that of our Honorable Republic. During the last elections, it became apparent that the republic lacked the appropriate information regarding it's citizens and therefore it's electors. Such deficiency caused problems at the voting tables and if it were not to the diligent work of the electoral commission, grave cases of vote manipulation could have occurred. To combat this problem, and to ensure the next elections occur as smoothly as possible for both our citizens and our electoral observers, the Democratic Party of Kusari would like to propose the "Creation of a Kusari Citizen Registry Database". Such database would be open to registration to all Kusari citizens of good standing with the law, and the timely registration in this database would be a requirement for being allowed to participate in future elections. I consider this a measure that will fill a great need in the workings of the Republic, and one that facilitate citizen participation in political affairs." Arata Nakaigawa finishes his presentation. The Democratic Party bench erupts in a round of applause for the party first proposal in the current legislature, and it takes a while for the Assembly Chairman to order them to quiet down and resume work.
