No, any character on the server can receive the cash.

hm - i think i either do not understand how it works, or i got a problem there...
i just did a
/givecash jinx 9000000
- the money was neatly subtracted from Clover.... but it never reached Jinx. - but i never got an error message - i got an "OK" from the console - anything i did wrong there? - or is that not instantly but only once the server restarts

That's not good. No I don't think you did anything wrong. It should be instant.
Was jinx docked or in space?
Another thing...try undocking jink, fly in space for a minute or two and land again. Log out and back in.
EDIT: I've noticed that when I transfer credits to another character, the credits are not displayed in the select a character screen...although they are displayed once I login as that character.
EDIT2: I was wrong...the name is *not* case sensitive. Jinx, JINX or jinx should all work.

You can also hit enter (It should appear as system chat) and then hit the "up" key.

i have made more tests with that subject. ( and i think my 9 millions are lost in the depths of the server:P)
transfer worked from Clover to Jinx ( server accepted it - but the cash never arrived ) - clover is an old char, so is jinx. - clover never got a namechange though... jinx swapped the name with the persephone back in the days.
then i tried transferring cash from an old char ( jinx ) to a really new one ( LPI-.... ) - it worked instantly... heard the ka-ching sound once i logged the LPI on. ( that time, i only experimented with 1 credit - ... learning by doing... )
then i tried to transfer cash from Cheshire ( who got a namechange back then ) to any other char of mine ... resulted in an error message.
so right now, i m just a bit puzzled, why i did not get an error message when i transferred cash from Clover to Jinx. - must be the problem with an old, but not name changed char to an old, namechanged char. - the server recognizes the transfer but does not execute it.
ahh, at least it was only 9m - could have been worse...

Ah that might explain it. majkp has said that the characters with name changes done the old way can't use the givecash command (or the renameme command).
The weird thing is that the cash is only removed from the character after it's been added to the other characters...so your situation should have been impossible...clearly it is not.
Thank you for testing all of these situations...I wasn't able to test the impact of old character files with the plugin. If you see Top around freeport 9 I'm sure he'll make up your losses...but in your case probably not using the givecash command.
