Laddie is completely right. before the regulations came in, there were a fair few problems including involving a certain group and their trollish core 4 bases appearing overnight and then shooting everything that came into a certain system.
i doubt you'd find many people (beyond newbies) who would agree to return in any form to those days. and the admins have enough work as is.
TL;DR: this came about as the balance between unrestricted base building, and not having troll bases appearing overnight and locking down systems. Seeing as there havent been many complaints, i''d take that as a sign that the POB rules are working as intended™
