My BHG is Bretonian, works for the BPA to fill their bounties and trains the BAF. It's safe to say which side of the war I'm on. Therefore, it's a lawful act to me. Yes, unlawful to Kusari, but then again the fact that I'm a Bretonian citizen already has me labeled as such.

Still, you said it yourself- your BHG. The BHG want to keep neutrality with all houses, so they can't let their members do anything to jeopardize that. BHG, while not as life-consuming as militaries, is still an organization with its own politics. If an LN goes to Kusari and shoots people, Kusari holds the entire LN responsible, not just the deviant. Same thing with BHG. Plus, Kusari would love an excuse to blow them out entirely, and BHG doesn't want that. They make a killing off Deshima after all.
EDIT: I did answer your question, with a bit more detail than former -> yes, latter -> no. And if lawful unlawful is so clear, tell me which the following are:

Still, it seems silly that BHG could prance into Kusari, kill some KNF, prance out, and nobody would care. That would be a major diplomatic situation, not something to be taken lightly. So rules -> yes, RP -> not casually. Sound about right?

Yeah, that works. And I didn't prance into Kusari, I got them in Dublin with Deutrium, and chased to Edinburgh (where I stupidly blew myself up with a mine after almost getting the transport:dry:).

Oh. Well in that case it seems fine, they were in Bretonia breaking Bretonian law... Kusari might get annoyed, but they won't throw a military-scale fit. If they were in Kusari breaking Bretonian law, then Kusari goes pew-pew *deshima explodes*. If they send people to Bretonia, they shouldn't be surprised when things go awry.
