After a long moment of silence the Fisherman intercedes, grabbing the attention of the assembly.

"it appears that most of the syndicates activities center on their business, and most of them have little reflection on the Association as a whole. There are a few interventions with some companies, where we indeed took benefit form a closer relationship."

Taking from the datapad he had perused, he passed the information he had.

"As most of you know, our Takarabune Conglomerate has a good stake on the market for foodstocks, as well out prime position on the Pearl industry. However, we are lacking far in other non-commercial areas, like security and research, as well as minor sectors of information gathering and foreign coordination.

In our recent expansion, we have started our forays into the research and development sector, and hope to have some projects in Ground Security soon underway. We have also created a dedicated section for the construction efforts of Junyo, Samura projects, and other potential customers in the future.

Lastly, a company under our banner, Tanegashima Armory, has begun operating in the arms commerce, and we could use some contacts with potential clients.

One thing that is concerning me is that our transports are too many times at the mercy of Junkers lurking in the borders of Kusari. While we remedy this by arranging the construction of Armored Raba transports, it is a costly process, and that alone does not benefit the Association as a whole.

I believe that there might be a syndicate amongst us that the Association can rely to establish the defense of it's assets, with financial support of the Associates. If there isn't any, I believe that the Association itself could organize something."

After the Fisherman was done. Lady Black took the word.
"I agree with the Fisherman. It is obviously, on wich part every syndicate is specialized. Furthermore we all should take advantage from this. United we reached, so far, a good business for everyone. The close work with Samura Industries, is excellent and doesn't lack on ship producing for us. However... As much Freighter and Transporter, specialy the Raba, they produce for us... It is a waste of our money. You may ask now why? In this case I call it Junkers, indeed. Even all of us, cannot donate for Samura like we have unlimited credits. They build our entire shipline. But it is a waste of time and money, if we spend into much ships wich are gone in the future. Like destroyed by Pirates and another scum."

She was looking in the round. The members were mumbling to each other. Suddenly a random member started to ask: "And what should we do against this?" She smiled with a serious face, as usual.

"What we do against this?... Isn't that obvious my good one? We are all united, hai. But still we have a lack in our structure. The part of organisation, is a mess under all syndicates. As long we don't get rid of it, we won't success. We must start to organize the shipconvoys better and with more protection. On the transporters self like on the guard ships. We have to study the whole path of convoys better. It is necessary that we avoid trouble. That will reduce the cost of repairs around 70%. Money that we can spend for something else..."

The men and women started to discuss again. The Fisherman was just calm, stroking his beard several times. He wasn't sure if he should take the word or let her continue... But it seems he was just listening.

"Anyway, we all want to earn more money. That is totaly right. Still something is bothering. Samura Industries is great without doubts, but lacks on the science part. This isn't a secret for any of us. I may catch some curses from some of you now, but we have to work on a better relationship with Kishiro Technologies."

At this moment it wasn't just mumbling. People started to discuss more loud than calm. And somebody asked "Why we should have a better relation with Kishiro? They betrayed Kusari! They stick with the Gas Miners together!"

"People... people calm down. There is for everything a solution. We don't have to trust or love Kishiro, but it is necessary that we stay with them on a friendly relationship. From our side with a fake smile, of course. Kishiro produce some important things we need. Also they are developed on the part of science more than Samura. If we want to develope, we have to take advantage from this. It is good to be neutral with them, but to stay on a friendly relationship might bring us more. Of course we have to be careful with that. But we shouldn't refuse this possibility."

She was looking around. Faces wich were confused or people were on discuss.

"For now, that was all. Domo arigato for your attention."

The Fisherman replies, having stroked his beard long enough for an answer.

"Lady Takehiko, it is true that Kishiro has some advantage in some fields of technology. The truth is, of all those advances they produce, their are either out of our area of interest, or readily available on the open market, or aimed to please the Naval Forces needs, who don't usually want those toys spread around. Of course, Samura has always been able to pass some of the equipment and techniques to us, in a way that we can readily use without needing to reproduce it.

But it's true, the Hogosha has for a long time put all the eggs on one basket, that of Samura Industries. While they have managed admirably to maintain a good grip on Kusari economy, who knows what would happen if the Government fell again, this time to someone who is not as tolerant as the current to Samura? If they were removed, we would lose not only that equipment and ship capabilities, but also our most important partner and lifeline in Kusari society.

One would wonder if the Hogosha could survive on meager back alley jobs and second hand Corsair ships."


Waiving his hand as if to dispel a bad image from his head, he continued.

"I admit we must not shy from advancing on territories we wouldn't tread before due to respect of the Emperor or Samura. But, while we can't rely on them alone anymore, we shouldn't, without trace of shame or decency, sell ourselves to the next highest bidder.

This question of Kishiro and Samura is one of the things we must discuss today. Lady Takehiko started well, but we all must ask these questions. What should we do about Samura, and about Kishiro? Should we do it as each decides, or should we present a stance of the Association when acting with them? Let the council know of your opinions.

I believe that we, with exception of major cases that might benefit the Association as a whole, we should start small with each of the Keiretsu, and trough the initiatives of the individual syndicates. This way, we can experiment several way of approximation, and profit without an active commitment established from the start."

Takeda had been sitting quietly in the back, looking over his documents. He was a man of few words, usually, unless he meant business; Men who talked too much were often a liability in the Hogosha. Often these men could be picked out in a crowd due to missing fingers. Takeda had all of his, and was using them to sort the significant amount of information presented to him, the majority of it heavily redacted. It would raise questions of exactly what he was hiding...

The man glanced up at the conversations of the Fisherman and the Lady. Filing through a series of papers. One one of them, was an esoterically printed card. A paper talisman more suited to a Shinto Priest or a Fortune Teller. It was a reminder of things past, and present. However, dwelling on matters of the past was not relevent. A number of issues had been raised and it was his chosen turn to speak. He quickly stood from his table, at the far back of the room, speaking to his fellows over the rim of his glasses.


"You have raised a number of valid concerns. However let me remind all of you that we are in a new power now. Traditionally the Hogosha syndicates have relied on the unquestioning support of Samura and the Government. The Black Dragon Society was always symbiotic with both Tenno Kogen's supporters as well as the Artisan Farmers' Alliance. Now, understand that I have sung praises of the Farmers' Party, and will continue to do so, but overall both they and the Black Dragons were only successful because they existed in a political environment where they had endless kickbacks and de-facto legal immunity.

We no longer have this. We have a Kishiro Regime which will certainly have not forgotten our past grievances and association with Samura. Moreover, we have a Samura which is much less capable and willing to support it's previous political obligations. Times are much harder for the association and all other supporters of the old order because they have to fight for what they desire.

Truth be told, the old syndicates are spineless. They can't adapt. They can't make a comeback without the unity of the Association."


He would begin to pace the room, continuing to speak, not looking at anyone in particular aside from the occasional glance. "If the association is to survive it must be much more assertive in it's position, much more willing to branch out and work with those parties whom are willing to hold to the old traditions. Samura would not dare abandon us wholesale simply because they know how much political dirt we can dump on them should they choose to force our hand.

Kishiro simply cannot be trusted. It has had a taste of power and it wants market dominance. Like a spoiled child it will continue to lash out until it achieves it's ends. Perhaps by subtle means, perhaps overtly.

Overall, our best course of action is to renew and strengthen our ties with both the Corsairs and the Traditionalists of Kusari. From the former we will receive artifacts and from the latter we will receive a bed of community support and be able to broaden nationalist sentiment. A desire for the stability and spiritual unity of the old order. Their hearts are with us, but their willpower is weak. In the new regime they are deafened under a cacophany of squabbling voices from every special interest group, every traitor, every political saboteur, and every derranged lunatic under Kusari's Suns."


He would then pause, turning and looking over the assembled bosses and ladies in a theatrical, and well rehearsed manner. The same used when speaking to political constituents.

"I need each and every one of you here to understand this: The Hogosha as an institution and tradition cannot survive if there is not some levy of support from the Public and the State. We must take actions to restore our traditional position as protectors of the old ways, keepers of the peace, and vanguards of the national body and spirit of Kusari. We need to take hold of our destiny and nudge the republic toward a state which supports the growth of the Syndicates as it did in the time of Tenno Kogen. That is all I have to say."

With that, he would turn and walk over to the Fisherman, whispering over his shoulder quietly, so that the others would not hear, and remembering what precisely that talisman meant.

"We need to speak privately after this. It is urgent."

Takeda turned and went over to his table, sitting down and sorting through his dossiers once more. Glancing up every now and then at the assembled association members.

Katagawa was watching the conversation unfold, when from the wall came a chime, then another. On the wall, a clock announced the the hour of the Rat. Seeing a break in the conversation due to the chime of the clock, Katagawa addressed the meeting.

"Ladies and Gentlemen, your input and opinions have proven fruitful, and we hope that all be considered by the Association present here today. I would like to declare a small break for everyone to get some rest and gather their thoughts of what we have learned here today. Food and drinks have been made available at the lobby, the same for quarters for those who wish to retire for the night."

With a measured pause, he added.
"The meeting shall recommence at the hour of the Dragon, as the sun rises on the settlement in Miyazaki."

With that, various members of the Association began moving, some heading to the buffet, others gathering in groups to discuss more closed matters. Here and there, some rival syndicates threw challenging glances at each other, playing their games of challenge, daring and shaming without blood spill.

The Fisherman gathered his documents, and handed them to Hebishima. Heading to a guest lobby with his assistant in tow, he occupied a seat at a table, perhaps pondering future strategies.
